Systematic Literature Review: Problematika Kompetensi Guru Sekolah Dasar dan Upaya Peningkatan Mutu Pendidikan

Penelitian ini menganalisis keterkaitan problematika kompetensi guru sekolah dasar dengan peningkatan mutu pendidikan dasar di Indonesia melalui Systematic Literature Review (SLR) atas 26 artikel terbit 2017–2025. Pencarian dilakukan pada empat basis data (Scopus, ERIC, DOAJ, Google Scholar). Kriteria inklusi mencakup artikel peer-reviewed yang berfokus pada sekolah dasar di Indonesia, membahas kompetensi guru (pedagogik, profesional, sosial, kepribadian), dan melaporkan temuan empiris; artikel duplikat, non-empiris, atau di luar cakupan dikecualikan. Data ditelaah melalui sintesis naratif-tematik dan penelusuran pola temuan antarpublikasi. Hasil menunjukkan mutu pendidikan dasar berbanding lurus dengan kualitas guru dalam merancang, melaksanakan, dan mengevaluasi pembelajaran. Kendala utama meliputi penguasaan teknologi yang lemah, rendahnya inovasi, ketidaksiapan menerapkan Kurikulum Merdeka, serta kelemahan aspek kepribadian-sosial yang menurunkan keteladanan. Upaya perbaikan efektif mencakup pelatihan berkelanjutan, supervisi akademik reflektif, penguatan literasi digital, dan pembinaan karakter profesional. Kesimpulannya, peningkatan mutu pendidikan dasar menuntut transformasi menyeluruh kompetensi guru ditopang kolaborasi multipihak, kebijakan afirmatif, dan sistem pembinaan berkelanjutan. Secara praktis, temuan ini dapat menjadi acuan bagi Kementerian Pendidikan dan lembaga pendidikan dasar untuk merancang program pelatihan berbasis kompetensi holistik yang terarah, terukur, dan selaras dengan kebutuhan implementasi Kurikulum Merdeka.
